This image, like almost all New York Times and newspaper images does not state it can be copied or reused. I checked the original research article and it isn't part of that. I wasn't able to find the image anywhere else that included license reuse information.
NY Times may well have paid a fee to publish this image and info on their website does not state that images can be reused. If this image is used a license much be chosen to it.
