To create a new Portal just end this code into a category, and save it:
{{subst:Cleanup categories skeleton}}
How it works[edit source]
It copies all the code from Template:Cleanup_categories_skeleton into the new category, this uses the category name to create subcategories for cleanup pages for the following year without you needing to type in the new portal name each time.
